Morgan joined MultiState as a Senior Policy Analyst and Economist in 2018. Prior to this, she served as a policy analyst at the Tax Foundation's Center for State Tax Policy for two years, where she tracked and analyzed state tax trends, managed the state chart book program, and presented and testified to state legislators and policymakers around the country.Her research has been cited in national and state-based publications, including the Associated Press, CNN Money, NPR, and The Washington Post.

Morgan holds a Bachelor of Science in economics and a minor in political science from Georgia College & State University.
